Government Authority located Florida; USA based organization looking for expert vendor for Flexible Spending Account Administration Services.

[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide Flexible Spending Account Administration Services to its active employees effective January 1, 2020, option to enroll in a Medical FSA and/or Dependent Care FSA plan on an annual basis.
a. Contractors should have at least five years of experience servicing Flexible Spending Accounts for groups of 3,000 or more.
b. Agree that the accounts will have no minimum participation requirements.
c. Provide guaranteed rates for at least five years.
d. Accept eligibility information through both an electronic file provided by the County and/or affiliated agencies, and through a manual paper process.
e. Provide Debit card usage for Medical and Dependent Care FSAs.
f. Ensure that debit cards are received by, and funds posted to returning participant’s cards, no later than January 1st of each plan year.
g. Review the County’s current Section 125 Cafeteria Plan documents, develop recommended changes and maintain the documents on an ongoing basis.
h. Conduct annual non-discrimination testing for the medical and dependent care assistance programs.
i. Provide account management reports to Brevard County on a monthly basis.
j. Provide employer tracking services that include statistical information on FSAs enrollments, transactions etc.
k. Provide employees the ability to self-monitor the balance on their FSA as well as provide reminders to employees near year end that the balance in their FSA account will expire if not expended before midnight December 31st.
l. Develop employee education materials and plan documents that are ADA Compliant including updates and revisions as a result of any federal or state mandate changes affecting benefits under employee benefits administrative services, to be reviewed and approved by the County.
m. Provide administrative guidance on changes in FSA administration laws.
n. Retain records pursuant to current regulations.
o. Provide annual enrollment assistance, including an on-site representative to attend annual enrollment meetings.
p. Provide access to claim forms in writable, PDF format that are ADA Compliant for placement on the County’s internal or external websites or provide access to such forms on the Proposers internet. The County shall have the right to post a link to any such site(s) on the Brevard County websites.
q. Provide advanced notification of any business mergers, along with complete disclosure of impact to current administration.
r. The Contractor shall assume liability for services rendered and maintain compliance with all applicable regulations related to FSA administration.
2. Customer Service and Staffing
a. The Contractor shall provide customer service (inbound and outbound) using various methods (email, phone, web) for all participants.
b. The Contractor shall assure that all customer service and claims staff are trained in the specific technical issues of the Brevard County account.
c. The Contractor must be able to accept claims electronically, by mail, or fax.
d. Reimbursements to members must be available through direct deposit or by paper check. Contractor must be able to make payment to members within 14 days of receipt of all necessary claim items.
e. Covered persons must have year-round access to toll free customer service. This customer service function must be available, at the Proposer’s expense, during the Annual Enrollment period preceding the effective date of the Contract
