[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide third party administrator services to offers its employees and retirees (each such covered person, plus covered spouses, domestic partners, dependents, surviving spouses, and COBRA participants, being a “member”) a broad range of benefits, benefit plans that are self-insured include health, dental, vision, prescription drugs.
- The TPA services to be provided by the Contractor will include such services for all members; provided, however, that for portions of the scope of work that apply only to participants in the County’s indemnity health plan, the term “member” as used in those contexts shall be understood to mean only those members who participate in the indemnity health plan.
- Contractor will be required to provide a web-based, self-service portal for members that will
allow members to handle enrollment, perform claims searches, file for reimbursements both for
health benefits and Flexible Spending Accounts, find information on the coverage and balances
of their Flexible Spending Accounts, and find plan information, forms, and policy guidelines.
- Contractor will be required to provide the County with a comprehensive employee benefit
enrollment and record-keeping/claims system, which the County will access on-line via the
Internet, System must track enrollee information in regard to start dates, retirement dates, union
codes, agency, department, employment status, premium contribution billing by union, Medicare
eligibility in order to generate Medicare Part B and D premium reimbursements, and disability
indicators and System will be used by the County for all of the County’s health plans (including, without limitation, HMO options), prescription drug, vision, dental, COBRA, long term disability
(managerial employees only), and Flexible Spending Account programs, as well as any other
benefit programs related to the County’s health plan, as the County may determine in its sole
- COBRA administrative services under the terms and conditions of the regulation in effect as of the date of this contract, including, without limitation notifying the former employee or dependent of their right to continue coverage. accepting the election of coverage by the former employee or dependent and bill and collect premiums and providing reports designed to meet administrative and internal accounting needs.
(2) All question must be submitted no later than June 24, 2019.
