[B] Scope of Service:

Vendor needs to provide COBRA administration, retiree direct bill services and leave without pay billing services,
- Provide billing and collection services for health plan premiums from retirees and active employees, provide accurate accounting and recordkeeping of premium payments due and dates paid. provide timely delinquent payment notices,
- COBRA Administration Services:
- Distribution of all notices sent by 1st class mail with proof of mailing: initial notice, 60-day notice at end of election period, 45-day notice of termination for non-payment of premium, cancellation, expiration of COBRA rights, termination for non-payment after election, conversion, premium rate changes,
- Premium billing, collection and reconciliation (102% of the premium payment amount) due by the 15th,
- Tracking and record keeping of time-sensitive dates,
- Ongoing compliance support,
- Accessible designated representative knowledgeable in all aspects of COBRA,
- Experienced personnel with access to expertise that can effectively address all legislative and legal COBRA questions,
- Ability to receive and transmit enrolment and tracking information electronically,
- Reporting requirements include, but not limited to: Administrative fees by name, social security, effective date, etc., Partial payments and payments detail, Participant notifications, Coverage reports, Member Paid to Date, Member payment history, clearly outlining which coverage month payment applies to, Carrier notifications, pending, Generated Letters Detail, Member by sub-group,
- Maintenance of all COBRA eligibility,
- Provide customer service and complaint resolution and include explanation of grievance and appeals procedures,
- Provide a dedicated service representative for weekly calls,
- Provide Open Enrolment support,
- Take over existing COBRA participants,
- Manage Open Enrolment communication and elections,
- User-friendly operating formats (Internet, Traditional and Custom),
- Agree to accept a flat text tile on weekly or monthly basis,
- Provide samples of all communications – invoices, letters, explanation of payment, coupons, etc.,
- Remit the full 102% back to County and bill the separately,
- Disbursement of premium due to the County to be transmitted via ACH no later than the 15th of each month,
- Retiree Direct Bill and Leave Without Pay Billing Services:
- Manage and retain employee and their dependent information and accept County ID and SSN as unique identifier,
- Generate, disburse, and collect all monies due for monthly premium invoicing (including applicable charges for health, prescription, dental, vision, life, AD&D and flexible spending reimbursement) for the following groups: Employees on leave without pay, Retirees, Retirees of Participating Agencies,
- Tracking and record keeping of time-sensitive dates,
- Maintain balances per individual per plan,
- Distribute payments accurately across plans,
- Create transactions to post payments to appropriate accounts,
- Create transactions to charge sector accounts for health credits,
- Generate late notice and termination notices,
- Generate monthly reports of individual balances and daily and monthly payment transmittals per account,
- Merge membership data from direct bill with other membership data in system for reporting purposes,
- Cancellation Report - listing of individuals whose coverage has cancelled with cancellation date by or before the 10th of the month,
- Service to be integrated with COBRA services,
- Participant enrolment support,
- Participant call center,
- Must provide retroactive billing,
- Ability to adjust the rates each month.
