[B] Scope of Service:

(1) Vendor needs to provide social media strategy consulting services to create and deliver a social media strategy to govern the city’s social media accounts, and provide direction on best practices for each individual account on each platform. The social media strategy should reflect the messaging currently being shared that highlights: Escondido’s economic strengths, superb quality of life, robust educational systems and other assets in creative and visually engaging ways. Throughout the consulting process, the selected firm will provide the city’s communications team with information on industry best practices for municipal social media.
• Overall strategic direction based on community factors, demographics, and industry best practices;
• Minimum of three meetings with communications team and city leadership to understand the challenges and opportunities for future social media efforts, document current city processes, explore goals and key messages, and share firm’s ideas for enhancing the city’s social media efforts;
• Formalized process improvements;
• Posting frequency for each platform and account;
• Profile best practices;
• Rules and recommendations for responding to and handling “trolls” and chronic complainers;
• Best practices around level of interaction needed with followers, specific to Escondido residents;
• Content and engagement strategies for each social media platform, see Exhibit 2;
• Review and recommendations on social media policy and use guidelines;
• Define content tracks;
• Strategies and tactics for dealing with the public and media in the event of negative press;
• Identify metrics, benchmarks, and key performance indicators to evaluate effectiveness of execution and optimize strategy;
• Tactical guidance on day-to-day publishing;
• Best practices for the collection and dissemination of analytics - including but not limited to Presence Reporting (reach, organic vs. paid impressions, likes, follows, audience demographics, etc.), Engagement Reporting (clicks, retweets, engagement ratio, sentiment analysis, top posts, hashtag performance, etc.); and Loyalty Reporting (highlights of community interactions, top commenters, etc.);
• Project timeline with a clear definition of the responsibilities of the firm and City staff; and
• Ad hoc support for digital communication questions and guidance.
(2) All questions must be submitted no later than August 20, 2019.
