[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide Actuarial Services for Health Plan, Workers Compensation and General Liability, self-insured Workers Compensation and General Liability programs should include.
- Workers Compensation and General Liability
(1) Evaluate and project outstanding loss (general liability and workers’ compensation) (incurred but not reported).
(2) Provide a trend analysis of losses.
(3) Recommendations on excess coverage, special and aggregate.
(4) Recommend funding levels for these losses and expenses, while considering a contingency position.
(5) Submit a preliminary draft report to include estimates and projections as well as discussion of funding alternatives.
(6) Submit a final report, incorporating results of discussion of draft reports.
(7) Consultations with the Project Manager by telephone as necessary pertaining to Items (1) – (5).
(8) Availability to meet with the Authority staff as necessary pertaining to Items (1) – (5).
(9) Utilize GASB statements as it relates to identification of liabilities.
(10) A description and explanation of actuarial assumptions.
(11) A comparative review illustrating the program preceding the actuarial report with the assumptions used in both the preceding and current actuarial reports
- Health Plans
(1) Evaluation and project appropriate levels for self-insured health plan funding based on retrospective claims data, current market trends and projected demographic experience.
(2) Determine estimated liability reserve to record at fiscal year-end based on history provided in lag reports of subsequent year claims paid and based on claims incurred but not reported (IBNR).
(3) Provide recommendations on low or best case, mid-point, and high or most conservative case reserve funding scenarios for self-insured health plan.
(4) Recommend expense/liability and revenue/receivable funding levels for self-insured health plan budget based on retrospective, current and projected requirements under the Patient Protection and Affordable Care Act, or “PPACA”.
(5) Submit a preliminary draft report to include estimates and projections based on items (1) – (4), above.
(6) Submit a final report, which incorporates results of discussions regarding draft reports.
(7) Consultations by telephone as necessary pertaining to all deliverables in this statement of work.
(8) Available to meet with the Authority staff as necessary.
(2) All Questions must be submitted no later than August 23, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
