[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide flexible spending account administrative services for the identified eligible population of active employees and dependents and newly hired employees and their dependents.
- Ensure a seamless transition of services from current vendor.
- Ensure accurate and timely healthcare and dependent care FSA administration, including but not limited to:
 a. Acceptance of deductions
 b. Participant census reconciliation
 c. Processing of claims
 d. Reimbursement and payment of claims
 e. Non-discrimination testing
 f. Employer and employee reporting
- Ensure compliance with IRS Section 125 and other applicable federal and state regulations, including plan document review and updating.
- Promote efficiency, accuracy and a superior customer experience for the Plan and Program participants by providing state-of-the-art processes and services.
- Provide promotional and educational FSA materials for eligible employees.
- Provide and promote to participants the use of on-line administration web portal and debit cards for payment transactions.
- Ensure all applicable policies and regulations of the state treasurer are supported.
- Providing excellent account management and customer service.
- Ensuring compliance with all applicable federal and state laws and regulations.
- Co-production of communication material for open enrollment and the administration of the plan.
- Notification to EHB of changes in laws and regulation affecting the plans and provide advice to the state on plan compliance and improvement.
- Receipt of 2019 initial and some ongoing election changes and terminations from the state in agreed-upon formats, including hardcopy, electronics transfer, fax, email online through bidder’s website until workday integration processes are established.
- Accepting data integration files from workday to enroll and change participants’ elections after completing the set-up and transmission standards from workday.
- Uploading of regular, per-pay-period payroll deductions, as well as noting new enrollments, changes and terminations.
- Offering an optional FSA debit card to all health care FSA participants.
- Offering direct deposit reimbursement to all health care FSA participants.
- Providing a toll-free telephone number for customer service available Monday - Friday 8am - 5pm eastern standard time.
- Maintaining account balance information and confidential records for each participant.
- Providing ongoing claims administration for covered employees utilizing online, fax and US mail options.
- Providing required discrimination testing and information for federal documents as required.
- Providing an on-line resource for both Plan and the state for account administrative purposes.
- Agree to state procedure and timelines.
- Removal of billing fees directly from participant accounts on a monthly basis.
- Weekly utilization, reconciliation and cost reporting for the state, office of employee health and benefits.
- Transactional and account balance reporting to participants no less than quarterly.
- An annual account balance report due by May 15th to the state, office of employee health and benefits.
(2) All question must be submitted no later than August 29, 2019.
