[B] Scope of Service:

(1) Vendor needs to provide COBRA or retiree and FSA or TRA administration services including;
• Administration of active city employee flexible spending accounts (FSAS) with auto-pay and debit card options, and transportation reimbursement accounts (TRAs), including reimbursing employees for eligible expenses and record keeping of claims submitted and paid, in accordance with IRS regulations.
• All aspects of communication, administration, enrollment, record keeping, and premium collection for former city employees and/or their dependents who continue health insurance coverage under Federal and/or State COBRA and Retiree laws.
1. Administration of active City employee Flexible Spending Accounts (FSAs)
2. Administration of Transportation Reimbursement Accounts (TRAs)
3. Auto-pay interface with medical and dental plan administrators for healthcare FSA
4. Direct deposit for account reimbursements
5. Debit cards
6. Provide exceptional communication and customer service to City staff and employees
7. Provide timely and accurate management reports to monitor program and service level
8. Provide ability to maintain eligibility changes on a Secure website for City staff
9. Web-based on-line tools for enrollment information and inquiries
10. Web-based on-line access to employee accounts
11. Initial set-up of employee accounts and processing requests for reimbursement (no
minimum check size) including eligibility verification
12. Ongoing record keeping of all claims submitted and paid in accordance with IRS
13. Employee notification of account balance on a quarterly basis
14. Banking arrangements for financing the FSA
15. Preparation and mailing of W-2 forms to participants for dependent care
16. Send employees electronic notice of account balance before end of plan year
17. Non-discrimination testing
(2) All questions must be submitted no later than September 10, 2019.
(3) Contract period will be for three years.
