[B] Scope of Service:

(1) Vendor needs to provide online and toll-free court payment services and system for seamless and convenient online payment services to the clients of the Court in order for them to be able to pay their traffic tickets and citations using credit cards, debit cards, electronic cards, electronic check payment or by utilizing a cash payment to the government authority located in Lawrenceville, GA.
- allow for an online and Toll-Free payment system that accepts various payment methods for these citations
- able to integrate and update with the system on a daily basis for all payments received
- use by the court clients to pay their traffic tickets and citations on a 24-hour basis every day of the week including evenings, weekends, and holidays.
- designing and seeking the County’s approval to modify the web page to provide information and links to the online portal.
- designed in such a manner that the “look and feel” for the paying client when entering information and is one that is as if they are entering information and paying on the or through the Court’s website.
- consist of building, hosting and maintaining a court specific website with a unique URL approved by the Court
- A link taking court clients to a third-party portal is not preferred.
- accept payments made with MasterCard, Visa, Discover and American Express credit cards.
- accept online peer-to-peer payments to accommodate un-bankable individuals that maintain a cash balance within their payment account(s).
- multiple payment options, such as a one-time payment, partial payment or a recurring payment.
- process all payment refunds where applicable when requested by the clerk’s office
- online payment system solution must be able to generate daily and monthly reports as listed under technical consideration along with other data exchanges outlined in the questionnaire.
- The service provider must provide a free of charge Toll Free court client service and technical assistance staffed call center that will allow court clients to call in to find and pay their ticket/citation over the phone in the event they do not have internet access or are unable to find their ticket in the database.
- At a minimum the hours of operation of the call center should be Monday through Friday from 8:00
a.m. until 5:00 p.m. eastern standard time
- The successful service provider shall continue to use the current phone number 1-877-794-0988 for phone payments and be willing to port this number from the current service provider.
- The service provider must provide a live bi-lingual (Spanish and English) call center and Interactive Voice Response
- At a minimum the call center should be open Monday through Friday from 8:00 a.m. through 5:00 p.m. eastern standard time
- A higher score is given to call centers with longer hours and availability.
(2) All questions must be submitted no later than October 3, 2019.
