[B] Scope of Service:

(1) Vendor needs to provide third-party administrator services for flexible spending accounts for health care and dependent care expenses and for pre-tax commuter parking benefits under sections 125 and 132 of the internal revenue service (IRS) code.
- Account and Program Administration to assist with development, design, and implementation for all existing flexible spending plans and any new flexible spending plan that may be needed (e.g. limited purpose health care FSA), review, process, validate and adjudicate claims for all implemented FSA programs, accept funds from payroll deductions and accurately distribute funds to user accounts, provide timely and accurate reimbursement of claims to users, administer a 90-day run out period to submit incurred expenses for the recently ended plan year, manage, oversee and reconcile all FSA program bank account(s), provide overall program accounting (year-end reconciliation), maintain an employer portal or FTP site for file uploads of enrollment and payroll files, provide error reports on a biweekly basis to reconcile interface file information, provide plan year- end reporting detailed forfeiture reporting, detailed reporting on under-funded FSA accounts, final balances of deductions collected versus claims paid for each program, administer run-out claims in the event the contract is terminated, provide annual non-discrimination testing services.
- Customer Services for enrollees provide full-service call center, provide a website that allows enrollees to establish online account access, submit claims and monitor benefits, provide multiple methods (mail, fax, online) for submitting claims, provide a mobile smartphone app for account access and claim submission, desirable: provide online live chat with customer service, administer claims review, approval/denial, and appeals, administer direct deposit of reimbursement to enrollee bank accounts and attend open enrollment meetings.
(2) All question must be submitted no later than October 01, 2019.
