[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide utility bill printing, mailing, presentment and payment services including water, wastewater, solid waste, stormwater drainage, ambulance membership, and ancillary service fees to the government authority located in Oklahoma City, OK.
- Provide 100% error free printing and mailing of utility bills, notices, and letters, and processing electronic payments,
- The proposed methodology and implementation approach must include at a minimum, the
following project activities:
- Project management, business analysis and to-be process development, design, configuration, interface design and development, reporting, application and system testing, performance testing, production environment installation and configuration, project team training, bill print and mail service documentation, end user training, acceptance testing and sign-off, deployment city rollout, post implementation support,
- The total number of bills printed each month is divided into 19 billing cycles, Current cycle sizes range from 9,862 to 18,500 bills,
- Volume of bills average 230,000 per month,
- Electronic bill presentment must include customer bills, notices, letters, E-bills, and include secure email delivery services,
- Bill Payment Service:
- One-time non-enrolled payments:
- Enable customers to go to the utilities website and make non-enrolled (uncredentialed) one-time payments, customers will be required to provide a validated Utility account number, this service shall facilitate PIN-less debit, signature debit, ACH and credit cards,
- Ability for customer to pay a one-time payment through the proposer’s customer assisted call center 24 hours a day,
- Biller Direct:
- Enable customers to activate a biller direct relationship with city through a consumer service provider site such as the customer’s bank or credit union to view their bills and complete electronic payments,
- Credentialed Utility Customer in Utility Portal and IVR:
- Integrate with the utility provided customer portal/ IVR to view related amount due etc. and complete electronic payments,
- Enable customers the ability to view and print the most recent thirty-six months of bills,
- Enable customers to save bank account, debit card, or credit card for processing future single, or recurring payments,
- Enable customers to select stored bank account, debit card, or credit card for single, or recurring payments,
- Enable customers ability to integrate with the utility customer portal and establish and manage paperless billing and notification options.
(2) A mandatory pre-proposal conference will be held on December 5, 2019.
(3) All the questions must be submitted no later than December 13, 2019.
(4) A contract term will be for five years.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
