[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide emergency medical billing services for ambulance service to include
patient maintenance and transfer to definitive care and loaded mileage.
- Services: -
- At this time charges for service are as follows: Advanced Life Support I $650.00 plus mileage, Advanced Life Support II $800.00 plus mileage, Basic life Support Emergency/Non-Emergency $500.00 plus mileage.
- The fees for service above may be adjusted by the Fire Chief & COTR bi-annually. The fee
adjustments will be consistent with the formula for fees for ambulance services established by
the federal Department of Health and Human Services.
- Preparation for Billing: - The Contractor should provide billing and accounts receivable management services for emergency medical transportation services rendered by the Authority FRD. The Contractor shall file required documentation and agreements with all payers (e.g. Medicare, Medicaid, and private insurance companies).
- Pre-hospital Patient Care Report (PPCR) Reporting: -
1. To check for discrepancies and ensure the number of PCRs received match the number of patients transported as documented on the PCRs. This is particularly important in the instance where there are multiple patients at one incident.
2. Ensure that the appropriate fee box has been selected and the documentation to support the charge is present. Verify Signature compliance.
3. Assign the appropriate billing procedure code and ICD-10 diagnosis code based on the
documentation, treatment and chief complaint of the patient.
4. Obtain current patient insurance information per claim.
5. The Contractor should be responsible for sorting the PCRs in numerical/date order as well as sorting all the paperwork in a systematic order for billing organization and future accessibility.
- Proper Patient Care/ Medical Necessity Documentation: - The Contractor should ensure to the greatest extent possible proper documentation of medical care rendered and medical necessity for all PCR’s. The Contractor, no less than quarterly, shall be responsible for providing written reports to the Authority FRD on accuracy and efficiency, should identify areas where the Providers can improve documentation, and should make recommendations as to methods of improvement.
- Verification and Missing Information Follow-up: - The Contractor should provide all labor, materials and equipment for verification of PDC information and collection of any field data. The Contractor should gather missing patient information by, but not limited to; searching the insurance provider’s database; contacting the medical facility; or by direct patient, family member or responsible party contact. When contact is made with the appropriate party, the Contractor should verify and correct all patient information.
- Data Entry and Claim Submission: - The Contractor is solely responsible for all data entry functions. The Contractor data entry personnel should perform these functions and should provide for accessibility by the Authority FRD to the database.
- Privacy; Accounts Receivable and Transaction Posting: - Billing Process, Front-End Billing Process, Middle Billing Process, Back-End Billing Process, Patient Refunds.
(2) A pre-proposal conference will be held on January 8, 2020.
(3) All question must be submitted no later than January 15, 2020.
(4) Contract period will be for one year.
