[B] Scope of Service:

Vendor needs to provide administration services of its of its employee benefits consisting of COBRA, retiree billing, flexible spending account (FSA), health savings account (HSA), and FMLA administration.
1. Health Savings Account Administration
2. Flexible Spending Account Administration: -
a. Full Health / Medical Spending Account
b. Limited Health Spending Account
c. Dependent Spending Account
3. COBRA Administrative Services
4. Retiree Billing for approximately 84 pre-65 retirees and 64 post-65 retirees (medical)
5. FMLA Administration — The City currently handles this internally yet is interested in accepting bids to consider outsourcing this as an option.
- To provide employees with a quality, affordable administrative service benefits responsive to the diverse needs of employees;
- To ensure employees and their dependents are provided with the highest quality of care by providers and superior customer service;
- To ensure plans are managed effectively by taking advantage of cost and utilization management opportunities available in the marketplace while increasing quality;
- To provide employees access to consumer enhancing technology that assist in education and communication on provider choice, quality, transparency, personal health care, and cost;
- To assist the City in building a community/culture of wellness, accountability and responsibility
