[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide fully insured exempt employee basic group life and accidental death and dismemberment insurance and group voluntary supplemental life insurance services
- Contractor shall insure and administer both the basic life and the supplemental life plans which, at a minimum, duplicate the current benefit levels,
- Assign a mutually agreeable, designated Account Manager to the State who is experienced, responsive, and will act as the liaison between the Contractor and the State,
- The Account Manager will be the primary contact for the State for issues and concerns regarding eligible enrollees and/or family members as it relates to their insurance benefits,
- The Contractor’s minimum enrollment and participation levels contained as a provision of this proposal must be mutually agreed upon by the State,
- Provide the State with all required certificates, booklets, forms and administrative manuals in an electronic format for inclusion on the State benefits web site or portal,
- The Contractor must be prepared for a pre-implementation audit 45 days prior to the start of the plan year,
- Accept beneficiary information in both electronic and paper form from eligible employees,
- Administer employee records in the eligibility and claims system using the State numerical, eight-digit Employee Identification Number,
- Prepare and make available on a regular basis the following standard reports:
- Premiums paid and claims paid, estimated incurred claims liability, retention charges and reserves, expected loss ratio, cumulative loss ratio, claims detail – pended and active claims, payment detail, and date and amount paid, claims turnaround time and the manner and cause of death, EOI processed, approved, closed, declined and pending, Enrollment counts, including but not limited to: initial, open enrollment, pending EOI, ongoing active and term status,
- Promote efficiency, accuracy and a superior customer experience for the Plan and the program participants by providing state-of-the-art business tools, processes and services,
- Provide a dedicated, toll-free telephone number which must be available to facilitate member’s access to services,
- An interactive voice response system must be available 24 hours a day, seven days a week,
- Individuals with disabilities must be provided with adequate access to all customer service options,
- Telephone representatives must be courteous, knowledgeable and provide timely responses.
(2) All the questions must be submitted no later than February 25, 2020.
