[A] Budget: Looking for proposal

[B] Scope of Service:

(1) Vendor needs to provide a full range of third party benefits enrollment and management services on an as needed basis related to the acquisition, implementation, maintenance, communication and improvement of the District employee benefits servicing an estimated 5,000 employees.
- Analyze existing coverage and identify or develop cost‐saving alternative benefit strategies and plans.
- Assist in the development of long‐range goals and strategies, including making projections of potential savings.
- Assist the District in monitoring and analysing experience trends and providing timely alerts on changing patterns and appropriate recommendations.
- Provide, maintain and update comparison reports of other public and private companiesʹ benefit plan offerings and costs to determine their competitiveness with the District programs.
- Provide various types of reports as needed, such as cost analysis for benefit changes, and other statistical, financial, forecasting, trend, or experience reports.
- Provide timely customer service and assistance to staff, employees and retirees with issues involving provider billing, claims, vendor service issues/problems, advocacy for services, disputes, interpretation of contracts and services, changes and general troubleshooting.
- Provide on‐site training to District staff, as needed, regarding regulatory updates and/or Best Practice seminars for the effective administration of benefits plan.
- Prepare specifications and compile data, obtain quotes and proposals, negotiate rates and analyze and compare proposals.
- Develop and assist the District with the implementation of wellness programs that will raise employee awareness of maintaining good health. This shall include development of brochures and other forms of communication and deliver on an as needed basis throughout the year to schools and other District offices.
- Provide each District employee with an annual benefits statement annually to include sick leave and the District cost to provide employee benefits.
- Assist as needed with the Affordable Healthcare Act offering enrollment in insurance benefits by assisting the Affordable Healthcare Act Specialist as needed to include meeting with eligible employees, mailing eligibility letters, and ensure receipt of refusal of benefits.
- Design web-based benefit system that shall allow inquiry and calculation of benefits for all District employees.
(2) All the questions must be submitted no later than February 28, 2020
(3) The contract period will be for five year.
(4) Non-mandatory pre-bid meeting will be held on February 26, 2020

Performance of the work will be Onsite and Offsite. Vendor needs to carry work in their office location.
