[A] Budget: Looking for Proposal

[B] Scope of Service:

Vendor needs to provide third party administration services of benefits including to help clients develop better personal management skills, such as anger management, literacy, harm reduction, counselling, problem-solving, self-care, personal hygiene, money management skills, or other life kills.
a) Administer monthly benefits for up to a maximum of ten (10) ministry of social development and poverty reduction clients in the Grand Forks area (at any one time). Clients referred to the Contractor may have:
• demonstrated disruptive or hostile behavior,
• are prohibited from receiving services
• demonstrated to the Ministry an inability to manage their own affairs, or
• legal restrictions on their access
b) The contractor may only reject or revoke a client referral if the Ministry gives prior approval.
c) Work with clients to develop better personal management skills ie: anger management, literacy, appropriate harm reduction, one-on-one counselling/problem solving, self-care, personal hygiene and money management as noted in the clients Action Plan by ensuring clients have access to an integrated and holistic suite of services including:
• Advocacy and mediation services with other agencies and resources in the community.
• Assist participants to foster positive relationships not only with the Ministry of Social Development, but with other service agencies, medical and mental health professionals, employers, family members, landlords and others who are part of their support network, enhancing the clients’ quality of life and opportunities for success;
• Promote and support positive outcomes for clients including: employment, volunteering, maintaining housing, and establishing or re-establishing personal and/or professional relationships;
• Support the existing community service network through the provision of services for mutual marginalized clients, who currently may not have all the support in place that they need to be successful.
d) Provide referrals to other community services, as appropriate, to facilitate the client’s successful return to them Employment and Assistance Centre.
e) Advocacy and mediation services with other agencies and resources in the community.
f) Assist clients to build positive relationships with the Ministry, as well as with other service agencies, medical and mental health professionals, employers, family members, landlords and others who are part of the client’s support network, enhancing the clients’ quality of life and opportunities for success.
g) Promote and support positive outcomes for clients including: employment, volunteering, maintaining housing, and establishing or re-establishing personal and/or professional relationships.
h) promote the clients’ independence and self-reliance.
i) Assist clients in consultation with Ministry staff, to understand BC Employment and Assistance Legislation, Regulation and Policy. Make recommendations to the Ministry with respect to needs of individual clients. The final decision to provide benefits or services remains with the Ministry.
j) Provide, submit and relay all relevant information upon request from any client or the Ministry
k) Provide transitioning out services including develop a transition-out plan to ensure services are effective and commencing with any new service provider on the date that marks the end of the Contract. The Contract will require that this plan be provided to the Ministry for review and approval 30 days prior to the Contract’s end date and must be capable of being implemented.
