[B] Scope of Service:

Vendor needs to provide a contractor for third-party administration of benefits in the community of maple ridge to provide service for up to 40 clients per month.
• Maintain the following hours of operation for accessibility by participants: Monday to Friday 9:00am to 12:00pm and 1:00pm to 4:00pm excluding statutory holidays, at a location that is centrally located within the community in which the services are being provided, is located within walking distance of public transportation, and is accessible to persons with physical disabilities.
• Ensure the office location is clearly identified with the business name and hours of operation.
• Ensure safety for clients and proponent's employees (i.e. all items secured at the front counter and client area and a division between waiting area and work space).
• Provide a secure mailbox/drop box for clients to access afterhours.
• Develop an action plan for each client and provide referrals to other community services, as appropriate, to facilitate the client’s successful return to their Employment and Assistance Centre within one year of the initial referral. The action plan shall be made available to the MSDPR for review upon request.
• Assist clients, in consultation with MSDPR staff, to understand BC Employment and Assistance Legislation, Regulation and Policy. Make recommendations to the MSDPR with respect to the needs of individual clients. The final decision to provide benefits or services remains with the MSDPR.
• Assist clients to understand all requirements, including deadlines, to complete and submit MSDPR required documentation i.e.: HR81’s (stubs) and shelter documents.
• Assist clients with My Self Serve registration for online services
• Provide, submit and relay all relevant information upon request between client and MSDPR.
• Communicate with the MSDPR through a designated Third-Party mailbox utilizing MSDPR assigned email.
• Acquire, from the MSDPR office, support and shelter cheques for all applicable clients, and release those cheques on cheque issue day upon viewing and/or receipt of required documentation (identification, etc.).
• Collect, from the MSDPR, any additional agency cheques or other documents for clients as directed by the MSDPR.
• Return all undelivered client agency cheques back to the MSDPR office each calendar month by the 10th business day following cheque issue day.
• Provide a secure locking file cabinet and lockable briefcase for storage and transportation of agency cheques and client information.
• Provide assistance to clients as required to obtain identification necessary to receive agency and any other relevant documents (e.g. direct deposit).
• Report all client withdrawals and/or releases from the program.
• Cease providing services to any client who becomes ineligible for agency.
• Document and inform the MSDPR if the Contractor becomes aware of any change in a client’s circumstances that may affect the client’s eligibility for agency.
