[B] Scope of Service:

Vendor needs to provide third party administrator for HRT's drug and alcohol program
• Covered Employee: A person, including an applicant or transferee of HRT
• DAPM: Drug/Alcohol Program Manager
• DER: Designated Employer Representative
• BAT: Breath Alcohol Technician
• DHHS: Department of Health and Human Resources
• MRO: Medical Review Officer
• SAP: Substance Abuse Professional
• NIDA: National Institute on Drug Abuse
• Safety-Sensitive Employee: Any employee performing the following duties:
o Operating a revenue service vehicle, including when not in revenue service
o Operating a nonrevenue service vehicle, when required to be operated by a holder of a Commercial Driver’s License
o Controlling dispatch or movement of a revenue service vehicle
o Maintaining (including repairs, overhauls, and rebuilding) a revenue service vehicle or equipment used in revenue service
o Carrying a firearm for security purposes

• Draeger Alcotest 6810: Breath alcohol testing device that is compliant with DOT regulations
• Alcohol Swab Testing: A saliva alcohol test that is a common form of testing for alcohol
• Alcohol Swabs: Saliva alcohol testing that is compliant with DOT regulations
- Administration: -
• Operate a random selection pool for HRT. This pool shall consist of the names and other pertinent information on all safety sensitive employees that are subject to random tests per FTA regulations.
• The TPA shall provide a random selection database, from which monthly draws shall identify all employees to be randomly tested during each month. The database must be accessible by the DAPM to add new employees, remove terminated employees, and make name, location and pool changes on a monthly basis, as indicated by the DAPM. The TPA shall be responsible for providing notice to the DAPM, a month in advance of all random tests to be performed each month. The list should be sent to the DAPM secured in transit with necessary AES 256 or like encryption suited for applicable ePHI regulatory data safety guidelines.
• Provide qualified (certified by DHHS) drug and alcohol specimen collection services. Technicians shall be adequately trained on the urine collection process. All technicians performing Breath Alcohol Collection shall be trained and supervised by the TPA. Collections must be made on-site.
• May be requested to assist HRT with other types of testing (e.g., return to work, pre-employment, post-accident, reasonable suspicion, observed return-to-duty, return to work, and observed follow-up) for all safety sensitive and non-safety sensitive employees and applicants.
• Provide a twenty-four (24) hour collection facility on both the Southside and Peninsula.
• Provide additional collection facilities on the Southside and Peninsula that covers HRT’s hours of operation.
• Work with the collection facilities HRT currently utilizes.
