Vendor needs to provide benefit plan administration and consulting services
A. Benefit Administration System: - The selected Contractor shall provide, plan, implement, host, operate, maintain and support a web-based System to provide full third-party administration of County benefits for the following services:
• Web-based annual, new-hire and mid-year life event benefits enrollment processes and day-to-day administration of County’s Cafeteria Benefit Plans and other benefit plans as required by the
Internal Revenue Code (“IRC”), Section 125;
• Direct pay accounting and billing;
• Customer service support to review and approve all dependent documentation and correspondence;
• Administration of the reporting mandates under the Patient Protection and Affordable Care Act of 2010 (“ACA” aka “Employer Mandate Tracking and Reporting”);
• Administration of Flexible Spending Accounts (“FSA”), including Health Care and Dependent Care Spending Accounts and Commuter Benefit Plan accounts;
• COBRA notification and initial billing;
• Integrated Electronic Communication and Education; and
• Training of County Human Resources (“HR”) Administrators and Countywide Departmental Benefits Coordinators.
B. Benefits Communications Consulting and New Strategy: -The selected Contractor will provide Benefits Communications Consulting, the highlight of which will be the design and development of a new strategy for Integrated Electronic Communication and Education to deliver education on employee benefits through not only traditional printed literature, but also electronic, mobile-delivered, and web-based communication tools, marketing and media. The goal of this effort is to make the electronic communications so useful and compelling that that many employees opt in to “go green” and no longer receive printed packets. Benefits Communications Consulting shall include the following Services:
• Design and delivery of all printed and digital benefits-related materials and literature (i.e., reimagined enrollment packets, flyers, posters, etc.);
• Provision of a modern benefits website that features creative, context-dependent, and interactive web-based learning tools and media to educate employees on all aspects of their benefits during the enrollment process;
• Personalization of County employees’ web-based enrollment experience, based on the employees’ specific benefit plans;
• Web-based education and outreach on the advantages of FSAs, including the Commuter Benefit Plan (“CBP”);
• Marketing and promotion of elective electronic communication, which allows County employees to “Go-Green” (opt-in to receive electronic communications via e-mail and text); and
• Provision to County employees, including those without regular access to County e-mail, of multiple ways to access education on County benefits through desktop/laptop computers and internet enabled mobile devices, such as smartphones and tablets.
