[B] Scope of Service:

(1) Vendor needs to provide electronic transaction processing services options that applicants provide based on the city’s current and planned set up for these e-pay services to the government authority located in Philadelphia, PA.
- Accepting at least the four major credit cards (Amex, Discover, Visa, MasterCard) along with eCheck and automated clearing house.
- eCheck services, with optional real time validation of the bank routing number and/or bank account number used.
- Real time data post backs of successful and failure transactions.
- Accepting e-Pay transactions through a variety of payment channels, such On-line, IVR, and mobile.
- Mobile applications for making payments, and/or
- Mobile friendly payment website when accessed via a mobile device.
- Provide seamless integration of websites allowing pages to be branded to meet the city requirements to be transparent to the user. the content on each page should be configurable to meet the city’s needs.
- A modern Software Development Kit that allows users to programmatically initiate payments and receive payment confirmation post backs.
- The ability to set up automated recurring payments and payment plans, with the ability to interface with a city’s payment plan application to fully automate the process.
- The admins should be able to perform transaction chargebacks and access reporting capabilities (see Section E for reporting requirements). Admin portal should also allow super admin to add/remove city staff as users to the portal as well as assign them different roles and permissions.
- Payment card industry data security standard PCI-DSS compliance.
- Hiring processes to include mandatory criminal background checks, credit checks, drug testing, and/or fingerprint analysis performed by the FBI.
- Provide daily transaction and reporting files in the form of excel reports for each application’s daily transactions summarized by payment type.
- Ability to provide any real-time online reporting tools for clients to build custom queries or reports.
- A real-time reporting service with canned and ad-hoc reporting that is available to clients.
- Maintain transaction historical information and make it available online to the city for the city’s minimum retention period.
- IT Help Desk / Support operations.
- Please include the frequency of IT support possible, any charges associated with IT support calls, as well as average response times, possible downtimes, and any other aspects that may be relevant to the city.
- Provide a toll-free number(s) and hours of operations. If hours of operation change during holidays or weekends, please provide that information.
- Website and IVR should accommodate bi-lingual (English/Spanish) or multilingual transactions.
- Development of a middleware solution that accepts payment data in the format used by the current e-pay platform and translates it to the applicant’s platform.
(2) A mandatory pre-proposal meeting will be held on November 29, 2021.
(3) All questions must be submitted no later than December 17, 2021.
