[A] Budget: Looking for Proposals

[B] Scope of Service:

(1) Vendor needs to provide payment processing services for the Child Care Development Fund (CCDF) voucher program, the On My Way Pre-K program, and other grants and programs to the government authority located in Indianapolis, IN.
- Increase efficiency, flexibility, and accountability in payments to providers
- Simplify the current payment processing system
- Shift from payments based on attendance to payments based on enrollment
- Process payments electronically (at minimum, through ACH transactions) from the State to eligible child care providers participating in CCDF, On My Way Pre-K, or other eligible programs
- Ensure that providers are paid in a timely manner
- Allow providers to access pertinent information via web based portal(s)
- Interface with the INKids system (currently under development) and other State systems via APIs as necessary
- Develop and implement system enhancements as necessary
- System/Software:
- Proposed software for these services and will modify/develop APIs to integrate this software and address the needs
- Ensure that providers will be able to view payment history and other pertinent information via a web-based portal
- Payments:
- Handling both incoming and outgoing payments.
- Payments will be sent and processed in a timely manner.
- Specify which payment methods will be available, including but not limited to, direct deposit (ACH), PayPal, check, debit, etc
- Software would be able to distribute one-time financial incentives, including gift cards to providers based on participation/achievement in the program.
(2) All the questions must be submitted no later than July 26, 2022.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
