[B] Scope of Service:

Vendor needs to provide workers compensation fee schedule development and consulting services.
- Develop Fee Schedules for nine separate sections of the updated Fee Schedule. To accomplish this the contractor agrees to deliver services consistent with industry best practices and will:
- Gather medicare physician fee schedule (MPFS) updates and guidelines.
- Assign relative value units (RVUs) to appropriate services based on the current year’s RVUs from MPFS.
- Assign anesthesia base units (BUs) from the current year’s BUs from MPFS.
- Assign applicable RVUs from the current clinical laboratory fee schedule.
- Identify gap codes from Optum 360’s current year publication, the essential RBRVS. The RVUs from these codes are used to calculate the reimbursement values, however, the Commission does not publish these specific RVUs.
- Assign RVUs from the office of workers’ compensation programs (OWCP) to codes that could not be assigned a value using the first five steps.
- Assign RVUs to codes utilizing a back-filling approach when a current reimbursement rate has been established.
- Calculate reimbursement values by multiplying the applicable RVU by the appropriate Arizona-specific conversion factor.
- Develop a fiscal impact analysis. This analysis is used to compare current fee schedule reimbursement values to previous versions and will require that the contractor apply multiple scenarios proposed by the commission. This analysis may include multiple iterations throughout the Fee Schedule update process. The analysis will contain both global and code specific information.
- Compare the reimbursement values in the proposed Fee Schedule to Medicare reimbursement values.
- Summarize recommendations in a staff study report and provide support and presentations to the commission as needed during the fee schedule update process.
- Meet with the medical resource office (MRO) regularly, as needed, to provide updates on the project. Meetings can be either virtual or at the commission.
- The contractor shall have available staff that is sufficient in number and qualifications to perform the contract services.
