[*] Scope of Service:

(1) Vendor needs to provide employee benefits and human resources and benefit communication consulting services.
- Medical (including Prescription Drugs, Tiered Network, Medical Stop Loss), Dental, Vision, FSA, COBRA, Basic Life/AD&D, Short- and Long-Term Disability plans and any other benefits plan added in the future (collectively, the “Plan”),
- Annual review and discussion of County philosophy, strategic plan, risk profile and priorities, short- and long-term benefit goals, current trends, new or alternative products, funding approaches based on trends and benefit law changes,
- Consult on the plan’s benefit design, administration, financial position, and claims experience, as well as the county’s relationship with its insurance carriers, reinsurance carriers and/or third-party administrators. this will include benchmarking, creation and review of performance standards, review of and or changes to services. advise and consult on methods for improving cost containment and claims administration. facilitate and act as a liaison with vendors as needed for contract, payment, or other needs. monitor vendors to ensure they meet the contract parameters and/or performance guarantees,
- Advise and assist in the county’s negotiations with the plan’s insurance carriers, reinsurance carriers, or third-party administrators on such matters as premium renewal rates, reserve, and retention charges, as well as alternative contracts, underwriting methods, and performance guarantees,
- Provide reporting, budgeting, forecasting, and managing the annual renew process, the annual budget process, and implementation of any new actions, including understanding the county’s budget process and potentially meeting with and/or working with the county’s finance department,
- Annual historical and monthly claim analysis including claims and expenses for various components of the plan such as the county’s self-insured medical, prescription drug, tiered network or health clinic and dental plan, and projected adequate budget and reserve levels for the plan.
- Advise and consult on changes in benefits, eligibility rules, and administration and claims procedures. If necessary, suggest amendments to the Plan, supply information, and cost estimates with respect to the desirability of the amendments and their cost/benefit.
- Establish annual premium rates, including COBRA rates.
- Assist in the development of employee communications regarding strategic plan, tools, and documents, such as the summary plan description booklet, benefits guides, summary annual report, announcement letters on plan changes, open enrolment materials, and any necessary legal compliance notifications.
- Assist with open enrolment and other employee education meetings if needed or requested.
- Assist with obtaining, reviewing, and maintaining Plan documents and service agreements on an annual basis or as needed.
- Provide recommendations and analyses as it relates to reference based or percentage of Medicare reimbursements.
