(1) Vendor needs to provide purchasing card services to the government authority located in Murray, KY.
- Offer a widely accepted card platform such as MasterCard, Visa, American Express, etc
- Demonstrate financial stability and strength
- Be compliant with all relevant Payment Card Industry Data Security Standards (PCI DSS), certified as a Level I service provider, and be able to provide proof of certification
- Provide an overview of the company and ability to provide services as requested. Please include an organizational chart
- Hours of customer service operation, Toll-free numbers, Cardholder account management, Response time for phone and email request
- Card generation, paper process vs. electronic online process
- Restrictions on how many lines or characters that can be embossed on a card
Card delivery (time frames) and activation process
- Card security
- Card cancellation, temporary lock or suspension, card termination and replacement (lost and stolen cards).
- Linking fraud cards to new cards
- Card issuance and expiration time periods
- Card reporting and notification process
- online platform including:
- Making account changes online and in real-time
- Assign or edit system user access, hierarchy levels and account access
- Allow card holders to manage multiple cards under one sign-on / account
- Allow managers and auditors, without a card, to view / edit account information, activity and transaction logs online.
- Increase / decrease single transaction and monthly limits electronically
- Edit / change cardholder address
- Close / suspend accounts in real-time
Report lost or stolen accounts.
