[*] Scope of Service:

(1) Vendor needs to provide administrative services for flexible spending accounts.
- Flexible Spending Account Administration for
- Health Care
- Limited Health Care Flexible Spending Account for those employees enrolled in medical plan option, and
- Dependent Care Flexible Spending Account.
- Services to be performed:
- Clear claim substantiation requirement guidelines with the availability of a FSA debit card.
- Availability of direct deposit for participant reimbursements.
- Participant communications, at least quarterly and one month before plan year end and one month before grace period end, with paid, pending and denied claims; as well as remaining account balance.
- Access to a toll-free customer service line, with access to “live persons” if needed, which is available at a minimum during normal business hours, Central Time.
- Access to a participant website, with claim status capability available 24/7.
- Access to a participant “app” which can be installed on smart phones or tablets.
- Ability to accept claims or claims substantiation documentation, which are faxed, emailed, or uploaded online to administrator for reimbursement.
- Ability to upload claims or claims substantiation documentation from an app using a smart phone or tablet, or on the vendor website.
- Direct access to an account manager dedicated to Travis County benefits staff.
- Adjudication of manual claims and reimbursement of claims within 3 – 5 business days.
- Ability to auto adjudicate debit card transactions for co-pay amounts of specified health, dental and vision plans.
- Ability for County benefits staff to have online access to account information including enrollment information, annual elections, claims paid, denied claims and balance information.
- Ability for County benefits staff to enroll participants or make adjustments to enrollment information via online portal.
- Issuance of legal compliance and regulatory updates related to FSA plans to Travis County benefits staff.
(2) The contract period will be for two years.
