[*] Scope of Service:
(1) Vendor needs to provide voluntary benefits and administrative services a qualified voluntary benefits third party administrator, which has experience servicing k-12 school districts.
• Administrative Services
- Analyze the existing voluntary benefits programs and personalize a comprehensive plan that offers similar value-added coverage, at an affordable price, allowing for the recruitment and retention of Staff.
• Bid benefit program, as needed, through market research and pricing negotiations. Emphasis should be placed on services, plan design, length of renewals, contractual terms, guaranteed issue, premiums and quality assurance.
- When possible, provide guaranteed issued and portable benefits.
- Manage all aspects of any vendor change - administration, billing and communications. Work alongside the insurance and benefits department to provide timely notification of new benefit offerings and provide eligible employees with an understanding of the benefit offerings.
- Section 125 and cafeteria plan management including flexible spending accounts (FSA) for both medical and dependent services.
- Customer Service support for those employees who elect a flexible spending account (FSA). Ease of access to funds via a debit card. Direct access to account balance via online services. Online claim submissions.
• Enrollment Services
- TPA must be available for the annual new teacher orientation, typically held during the month of august, to give a voluntary benefits presentation.
- Be available for subsequent New Hire meetings if required.
- New hires should have multiple forms of enrollment services available to them. This should include, at the minimum, online self-enrollment, call center and in person.
• Communications Support
- Provides voluntary benefits communications materials both online, in print and via self-directed videos to the employees to allow for understanding.
- Maintains an up-to-date website where employees may obtain information regarding their voluntary benefit offerings.
• Billing Services
- Monthly voluntary benefit reconciliation to include errors, recurring concerns, adjustments and reimbursements.
- Facilitates and expedites voluntary benefits reconciliation concerns directly with vendors on behalf for resolution.
- Works with insurance and benefits staff for file upload submissions, discrepancies, catch up credits and reconciliations.
• Retiree Services
- Customer service support to the retirees regarding their district paid $5,000 group term Life insurance and AD&D.
- Upon renewal, ability to seek out competitive pricing for group term and AD&D Life insurance benefits.
- When required, customer service and communications support in the event of a carrier change affecting District retirees.
(2) All the questions must be submitted no later than March 29, 2023
(3) Intent to Submit must be submitted no later than March 22, 2023
