[*] Scope of Service:

(1) Vendor needs to provide flexible spending account plan administration services.
- Administer our flexible spending account plans.
- The flexible spending account plan is considered governmental, thereby not subject to many of the agency requirements.
- Proposers should have internet reporting capabilities for our users, debit card options, and sufficient customer service capabilities defined both by hours of operation and method of service delivery.
- Maintain required plan documents for the college and its participants
- Maintain a summary plan description along with enrolment and re-enrolment materials
- Maintain complete records by company and by participant
- Receive payroll withholding reports from the college
- Receive and process claims directly from participants without need for assistance from the college
- Prepare and distribute participant benefit statements and summaries to participant web site
- Prepare periodic reports on the operation of the plan for review by the college HR department
- Receive funds and contributions for the plan from the college and its participants,
and use such funds to pay the benefits under the plan and administrative costs and fees of
administration.
- Website must be easy to access, minimal clicks, easy to use, must be kept updated – having a
usable APP is a plus.
(2) All questions must be submitted no later than MARCH 24, 2023.
