[*] Scope of Service:

(1) Vendor needs to provide third party administrator for employee benefits service.                     
- Assistance to Human Resources (HR) Department as-needed
o Meet as requested by the City’s HR Department for actively assisting in the management of the City’s employee benefits programs;
o Assist in the design, implementation, and administration of new and existing programs;
o Ensure legal compliance of all programs and regularly and timely communicate to the City any changes or proposed changes in both state and federal laws, statues, and regulations that may impact the City’s employee benefit programs;
o Recommend procedures and/or policies the City should implement to comply with state and federal regulations;
o Provide research and responses to technical questions posed by HR personnel;
o Provide HR with general guidance on items such as trends in benefit plans, methods for improving cost containment and administration;
o Develop and/or assist in developing and evaluating employee needs and satisfaction surveys;
o Provide technical assistance in the on-going development and preparation of various employee communication materials:
o Conduct training of HR personnel, as needed; and
o Provide support for the rollout of new programs.
o Partner with the City to design and develop a short and long-range benefits strategy plan;
o Assist with creating customized enrollment guides, plan summaries and materials for open enrollment, new hires, and recruiting; and
o Assist with developing benefits presentations and announcements, and conducting open enrollment meetings.
Additional Services and Costs – Please specify any additional services that your firm may provide and any fees. For example:
o Actuary services: Recommend appropriate premium rates and reserves to maintain the viability of the plans, insuring quality and cost effective benefits are provided by the plans and provide actuarial costing of legislative proposals for mandated benefit programs;
o Provide legal opinions regarding the City’s employee benefit plans including analysis and application of all relevant laws, statutes, and regulations. If you subcontract legal services, your proposals must identify that entity or person and include a resume listing experience and training of that person; and
o Provide on-site training programs regarding legislative updates and best practice seminars for HR and associated personnel.
