[*] Scope of Service:

(1) Vendor needs to provide benefits third party administrator services.
1. Third Party Administrator (TPA) must be licensed as a Life Insurance Counselor (benefit consultant) and include a copy of the license for all key personnel to be assigned to the district, with the proposal.  
2. TPA will provide customer service representatives who are easily accessible by phone or email.  
3. Several bilingual representatives will be available during enrolment periods and at the toll-free telephone line.  
4. TPA must keep the district informed of all changes in both state and federal laws and regulations pertaining to Internal Revenue Code Section 125 to ensure the district and the plan remain in compliance at all times.  
5. TPA must work closely with the Employee Benefits Committee to determine the plan design and the type of insurance products best serve the employees’ and the district’s needs.  
6. TPA must provide a sample plan document which can be modified to the school district needs.  
7. TPA must work with carriers the district recommends in developing pricing and needs. The district will not be limited to the products that only the TPA Company supports.  
8. TPA will provide enrolment specialist to conduct one-on-one enrolment with employees.
9. TPA will conduct annual surveys of the performance of insurance products and status to ensure the products continue to be qualified under Section 125 and carriers maintain proper ratings.  
10. TPA will report any recommendations concerning possible improvements or changes in approved products to administrators and staff.  
11. TPA will process and deliver before September 1 all new and existing payroll deductions information with the insurance companies for payroll deducted insurance products.
12. TPA will provide consolidated monthly billings, including plan recaps which allow the district to submit one check for all payroll deducted products. TPA will wire appropriate amounts to individual carriers within two working days after receipt of funds.  
13. TPA will act as the district liaison for plan operations to assist with the resolution of employee and administrative problems as they arise.  
14. TPA will process all medical reimbursement and dependent care flexible spending account claims within 5 business days of receipt of claim.  
15. TPA will provide information to plan participants concerning participation status on a routine basis and other inquiries on an as needed basis.
16. TPA will provide the district at no cost with all needed forms and employee benefits guide in PDF form to facilitate plan operations and compliance.  
17. TPA will assist in the processing of all claims and claims problems as needed.
(2) All question must be submitted no later than October 30, 2023.
