[*] Scope of Service:

(1) Vendor needs to provide cobra administrator services.
- For administration of the COBRA services for two (2) benefits consisting of the Employee Assistance Plan (EAP) and the Dental Plan.
- Third party management of their COBRA administration. This will entail successfully transitioning existing COBRA records, providing automated solutions and accepting integration files, working directly with vendors on eligibility and payment transfers, maintaining COBRA federal regulations, and providing timely and excellent customer service to separated employees and benefits staff.
 • Provide a transition team assigned to ensure the process is seamless and they will coordinate with the appropriate individuals and other service providers.
• Have ability and technology to interface with County’s Workday system to provide automation.
• Coordinate directly with each health care vendor regarding monthly eligibility and payments.
• Responsible for direct remittance of all payments and reconciliation with each health care provider.
• Comply with all federal COBRA regulations.
• Provide Pierce County with proper guidance when addressing federal COBRA regulations.
• Have the capacity to upload the eligibility file and issue notices within five (5) business days.
• Ensure participants receive a response within twenty-four (24) business hours.
• Assign a designated account manager/designee to the Pierce County account. If the assigned account manager/designee should change, Pierce County will be notified of such change within thirty (30) days.
• Provide a regular schedule for issuing monthly payments to health care vendors.
• Coordinate all COBRA related communications to participants.
• Maintain an online payment option for participants.
• Administer annual open enrollment that aligns with Pierce County’s open enrollment
(2) All questions must be submitted no later than November 6, 2023.
