[*] Scope of Service:

(1) Vendor needs to provide printing, mailing, electronic billing and payment solution to the government authority located in Illinois.
- A robust printing and mailing services solution that includes the capability of offering a fully-hosted electronic billing and payment services solution
- Include not only the invoice, but also any informational pieces (billing inserts) included with both mailed and emailed invoices.
- The proposed solution is required to accommodate the needs of a water utility with approximately 5,000 accounts
- Provide a user friendly and fast approach to altering document content and creating new documents and business logic, as well as an integrated mechanism to handle the testing by City staff.
- Able to receive and process at least three files per month.
- Provide for the printing, inserting, mailing services, and electronic billing and payment
- A bill image archive for a duplex bill is required for up to 15 months history of images or 1,248,000images (front and back) annually
- Ensure timely and accurate production and delivery of invoices and correspondence to utility customers in accordance with our billing schedule.
- Provide interface for City staff to service customers through enrollment assistance, activity information and/or payment verification.
- Ability to send customers e-bill notifications and text messages
- Ability to verify customers email addresses prior to e-bill enrollment
- Allow unenrolled customers to make payments and remit fees paid to the City.
- Allow for advertising revenue to be generated through bill inserts
(2) All questions must be submitted no later than November 20, 2023.
(3) The contract period will be for three years.
